TTA huzuridagi pedagog kadrlarni qayta tayyorlash va ularning malakasini oshirish tarmoq markazi haqida

Toshkent tibbiyot akademiyasi qoshidagi pedagogik mahorat bo’yicha oliy va o’rta tibbiy o’quv yurtlari professor-o’qituvchilari tarkibi malakasini oshirish markazi 1976 yildan buyon faoliyat ko’rsatib kelmoqda va dastavval u Toshkent Davlat tibbiyot instituti bazasida o’rta maxsus o’quv yurtlari o’qituvchilarining malakasini oshirish fakulteti sifatida tashkil qilingan. 1994 yilda yuqorida ko’rsatib o’tilgan fakultet bazasida Oliy o’quv yurtlari professor-o’qituvchilari tarkibi malakasini oshirish fakulteti tashkil qilindi. 1997 yilda O’zbekiston Respublikasi Sog’liqni Saqlash Vazirining 24 iyunidagi N302 sonli buyrug’i asosida malaka oshirish fakulteti oliy va o’rta mahsus o’quv yurtlari professor-o’qituvchilari tarkibini malakasini oshirish Markazi tashkil qilindi. O’zbekiston Respublikasi Vazirlar Mahkamasining 2012 yil 26 sentyabridagi N278 sonli «OLIY TA’LIM MUASSASALARI PEDAGOGIK KADRLARINI QAYTA TAYYORLASH VA MALAKASINI OSHIRISH TIZIMINI YANADA TAKOMILLASHTIRISH BO’YICHA CHORA-TADBIRLAR TO’G’RISIDA»gi qarori asosida 2013 yilning 1 yanvaridan Toshkent tibbiyot akademiyasi huzuridagi pedagog kadrlarni qayta tayyorlash va ularning malakasini oshirish Tarmoq Markazi (QT MOTM) qayta tashkil qilindi.

O’zbekiston Respublikasi Prezidentining 2015 yil 12 iyundagi “Oliy ta’lim muassasalari rahbar va pedagog kadrlarni qayta tayyorlash va malakasini oshirish tizimini yanada takomillashtirish chora tadbirlari to’g’risida”gi PF-4732-sonli farmoni qabul qilindi.

Hozirgi kunga kelib Toshkent tibbiyot akademiyasi huzuridagi pedagog kadrlarni qayta tayyorlash va ularning malakasini oshirish Tarmoq Markazida O’zbekiston Respublikasining barcha tibbiy oliy o’quv yurtlari va Toshkent shahri va viloyati tibbiyot kollejlari pedagoglari malakalarini oshirmoqda. Umumiy hajmi 288 soatga mo’ljallangan o’qituvchilar malakasini oshirish dasturi o’qituvchilarning psixologik pedagogik mahoratlarini oshirishga va ularning kasbiy kompetentligini ta’minlashga yo’naltirilgan. Malaka oshirish dasturi o’qituvchilarga o’zlari dars berayotgan predmet sohasida kasbiy mahoratini oshirishga, ta’lim jarayoni sub’ektlarining kasb jihatidan muhim bo’lgan sifatlarini o’rganishga, ta’lim jarayoni sub’ektlarini o’qitish va tarbiyalash usullarini o’zlashtirishga, o’quvchilarning bilish faoliyatini aktivlashtirish usullari va vositalarini o’zlashtirishga hamda o’quv axborotlarini o’zlashtirish samarasini oshirishga imkon beradi. Malaka oshirish kurslari yakunlangandan so’ng QT MOTM tinglovchilari kursni tugatganligi to’g’risida guvohnoma – davlat namunasidagi sertifikatlarga ega bo’lishadi.

Malaka oshirishga jalb qilingan klinik kafedralar Toshkent shahrining yirik kasalxonalari va diagnostik markazlari bazasida joylashgan bo’lib, zamonaviy uskunalar bilan ta’minlangan. Bu kafedralarning xodimlari ilmiy tadqiqot ishlarining yangi yo’nalishlarini va fan va texnikaning so’nggi erishgan yutuqlari asosida tibbiyotda yangi texnologiyalarni rivojlantirishmoqda. Malaka oshirish kurslari mashg’ulotlari yuqori ilmiy va o’quv uslubiy darajada olib boriladi.

TTA huzuridagi pedagog kadrlarni qayta tayyorlash va ularning malakasini oshirish Tarmoq Markazida o’quv jarayonini tajribali va yuqori malakali professor-o’qituvchilar olib borishadi, ularning tarkibida bitta O’zbekiston FA akademigi, 55 dan ortiq tibbiyot fanlari doktorlari va 15 tadan ortiq fan nomzodlari faoliyat ko’rsatishmoqda.

 

History   and nowadays activities of the Centre of retraining the qualification.

Faculty of retraining of teacher’s qualification at Tashkent Medical Institute was founded in 1976. The purpose of the faculty was to increase the qualification of teacher’s of medical colleges Organizer and the first dean of the faculty of increasing the qualification of teachers was famous scientist, doctor of medical sciences, professor M.R.Nuritdinov.At the faculty annually about 200 teachers of the medical secondary – special educational institutes increased their qualification, including 100of them from other republics of Central Asia (Kirgizstan, Kazakhstan, Tajikistan and Turkmenistan).

The dean’s office organized working with young teachers of medical colleges through university of young pedagogue. The dean of the faculty of increasing the qualification was simultaneously considered a rector of this university. As a base fort raining of listeners was used the departments of Institute, medical college named after P.F.Borovsky and Yu.Akhunbabayev.

From 1978 till 1982 the dean was a doctor of medical sciences, professor Y.B.Zakirov, who applied a great effort at organizational stage of teaching at the faculty and effective implementation of developed conceptions of increasing of qualification .Rector’s office of the institute paid much attention on creation of relevant conditions for residence and cultural programs of the listeners. For conducting the lessons on qualified time of level was improved materially –technical base of the departments ,there have been invited leading specialists on pedagogies and psychology from other Higher educational Institutes (HEI).During the training courses exit lessons were organized at leading research institutes .And it was also improved the work of the University of young pedagogue, lessons were continued for 2 years and including pedagogic, psychology, ethics, aesthetics, oratorical art and other disciplines. At the end of the University the listeners received a diploma of state model.

From 1982 till 1985 deans office headed a doctor of medical sciences, professor N.Kh.Shamirzayev. At this period a great work by studying the advanced experience was carried out in continuously increasing of qualification of teachers, training on 13 directions of specialties was organized for teachers of medical colleges. Except this there have been created the cycles of increasing the qualification of the leader staff of the secondary- special medical institutes (director, vice- directors of medical colleges ,head of the departments and chairs), where the lectures have been delivered by leader specialists, recognized scientists and the heads of medical institutes of HEI of the RUz).

From 1985 until 1996 the dean of the faculty, doctor of medical sciences professor Yu.A.Kulikov continued to improve the system of increasing of teachers’ qualification. This period was marked that the teachers of medical colleges not only from Central Asia, but and the teachers of secondary- special medical colleges of Russian Federation and the Republic of Ukraine increased their qualification at this faculty. The courses on computing technology, and implementation of computing machinery in medicine were organized where 570 teachers of the institute were taught. From the declaration in 1991 Uzbekistan as an independent country, a faculty of increasing the qualification became major methodic center on increasing pedagogical and professional mastery of teachers of all medical colleges of the Republic of Uzbekistan. In 1994the faculty was reorganized at the faculty of increasing the qualification of teachers of medical institutes of the Republic of Uzbekistan. It was organized the courses of increasing the qualification of professor- teachers staff on 54 specialties (10 of them on the base of 2ndTashkent State Medical Institutes and 14 – on the base of Tashkent Pediatric Medical Institute), created the departments of pedagogies and psychology.

From1997as a dean of the faculty of increasing the qualification continued their work on renovated the system of increasing of qualification of an expert of modern technology of teaching and organization, a doctor of medical sciences, professor B.A.Magrupov. In 1997 by the decree of HM of t6he Republic of Uzbekistan №302 from 24.06.97 the faculty was reorganized as a centre of increasing the qualification of professor –teachers’ staff of higher and secondary educational medical institutions. The leading departments of medical institutes of Tashkent city were included agreement which was determined the right and responsibilities of basic departments and a center. For teachers of medical Institutes were organized primary and secondary cycles of increasing the qualifications. Primary cycles were intended for people who studying increasing the qualification in this position (head of the department, professor, and associate professor, assistant). They included the lessons by specialty (until 55% general volume of hours), pedagogics and psychology (until 25%), informatics and computer technologies, new technology, spirituality and enlightenment, international situation, Uzbek language on the basis of Latin alphabet (until 25%). Repeated cycles had thematic character (new educational technology, infirmatics and computing technology, medical marketing and management, lectures skill, actual problems of appropriate medical specialties). The program of increasing of teachers’ qualification of medical colleges included the lessons in pedagogies and psychology, specialty, to study the teaching subject methods in secondary- special medical educational institutes. Starting with in accordance with contract between institutes and the Ministry of Higher and Secondary –special education of the Republic of Uzbekistan on the base of Centre on special program cycles of increasing of teacher qualification newly organized medical colleges were organized.

From 2003 to 2012 a leader of the Centre – a doctor of medical sciences, professor R.D.Usmanov. At this period teaching the professor- teacher staff of medical institutes had been continued. Academic plans, general and working programs were developed and confirmed in established standard by Health Ministry and The Ministry of Higher and secondary – special education of the Republic of Uzbekistan. The cycles of increasing the qualifications were included with lectures on reconstruction of higher medical education and Healthcare system in the Republic of Uzbekistan, theory and practice of the construction of new democratic society in Uzbekistan, lessons on the newest history of Uzbekistan were conducted at the History Museum of Uzbekistan and the Museum of Amir Temur.At the academic process famous scientists, such as Sh.I.Karimov.,T.A.Daminov,professor N.Kh.Abdullayeva .,R.A.Katsenovich and others were invited to the Centre. From January 1, 2013 by the regulation of Cabinet Ministers №278 «About the measures in further improvement of the systems of retraining and increasing the qualification of leaders and pedagogical staffs of higher educational institutions » from September 26, 2012 on the base of Centre of increasing of qualification was created Branch Centre of retraining and increasing the qualification of pedagogical cadres (BC RIQ at Tashkent Medical Academy. Since that time the new stage of activities of the centre increasing of qualification of professor- teachers’ staff of medical institutes of the RUz was started.

  1. At present day in Branch Centre of retraining and increasing of teachers qualification at TMA the training of teachers of all higher medical educational institutes of RUz and the teachers of medical colleges of Tashkent city ,Sirdarya and Khorezm regions have been carried out with volume 144 hours. Program of increasing thee teachers’ qualification was directed to increase a psychological – pedagogical mastery and professional competence of the teachers. Content of the program present to a teachers the possibilities of increasing the professional of mastery in the field of teaching discipline; to study professional valuable quality of subjects of educational process; to master by methods of teaching and education of subjects of educational process; to cope with the listeners and to increase the efficacy of mastery of academic information. At the end of preparation of listeners of BC RIQ take diplomas and certificates of State model.

The main structural unit of centre is the departments of pedagogies, psychology and special disciplines. Except this the lessons are carried out at 19 supporting departments of Academy , realizing the professional the qualification of teachers.

Increase the qualification of teachers is conducted on continues base as required. Continence attending at cycles is varied from 72 until 144 houses (with tearing work, internal – exit forms and –travelling teaching).

Teacher from the system of secondary –special education also increase his qualification once in four years in volume 144 hours.

At the departments of Tashkent Medical Academy the up-to-date methods and technology of teaching are widely applied, which allow integrating pedagogical experience successfully, to perform a conceptual and methodical analysis, to distribute the achieved experience to other medical educational institutions of the country.

Clinical supporting departments are located on the basis of large hospitals and diagnostic centers of Tashkent city and equipped by modern equipments. The teachers’ staff of these departments develops the new directions of research and new technology in medicine with using of last achievements of scientific – technical progress. Lessons are carried out on a high scientific and training –methodical level.

Branch Centre of retraining and increasing of qualification (BC RIQ) was completed by high qualified staffs, among them 1 academician of AS of the RUz, 55 doctors of medical sciences, professors and 15 candidates of medical sciences. The Centre has been leading by associate professor of the department of skin and veneric diseases, candidate of medical sciences U.A.Tashkenbayeva.

Concluding short history and up-to-dateness of branch centre of increasing the teachers qualification at TMA, it should be noted that at each stage it executed its role in supplying with necessary level of pedagogic and professional mastery of the teachers. Modern system of higher education presents the new requirement to teachers profession of higher school as a result of transferring to the new model of higher education, which was oriented to individualization of academic process; activization of innovative processes in the field of education; diversification of educational program of higher school ; increasing of technologic equipment of educational process ;increase the interdisciplinary integration and и growth of integration process in the field of education; changing of demands of the market of intellectual labor; necessity of adaptation of institutes to the market sphere; increase the role of teachers activity of higher school.

Recent stage, the main purpose – ensuring of necessary level of pedagogical and professional mastery of the teachers of higher medical educational institutes,requires additional effort,considered, balanced approach in order to not only to introduce new and advanced that there is in the world, but to save what was famous for medical science and education.
